D Carter Consulting Limited has been established to provide independent expert advice on a freelance basis to the private, public and third sectors on planning matters specialising in strategic planning, spatial plans, development plans, the duty to co-operate, major developments & public examinations and inquiries.

David Carter has extensive experience in all aspects of planning most recently as Head of Planning & Growth Strategy at Birmingham City Council, in a role providing leadership on spatial planning matters to the Greater Birmingham & Solihull Local Enterprise Partnership and the wider sub-region as well as preparing the development plan for Birmingham.
