D Carter Consulting Limited has been established to provide independent expert advice on planning matters on a freelance and sub-consultant basis specialising in strategy, spatial plans, the duty to cooperate, major developments and public examinations and inquiries to the private, public and third sectors.

David Carter

David Carter has extensive experience in all aspects of planning most recently (until March 2017) as Interim Strategic Planning Manager with Luton Borough Council steering the Luton Local Plan 2011-31 towards adoption.

Prior to this David was Head of Planning & Growth Strategy at Birmingham City Council, in a role providing leadership on spatial planning matters to the Greater Birmingham & Solihull Local Enterprise Partnership and the wider sub-region as well as preparing the development plan for Birmingham.

Given his interest in motorsport David also specialises in providing support to that industry, for example, in helping venues to continue to operate successfully.
